Well, Zack, I think we all need to come up with a convention for dealing
with these situations. It is a huge problem for VHF and rovers. There
has to be a way to simply choose one of the modes for both ends of the
contact. Maybe we do it geographically. Say the westernmost station's
mode should be used. We have to catch up with the programmers! In ant
event, it is another thing to worry about and screw up at 06:45 UT.

This has been a problem for me when I operate QRP Portable on VHF+ and the
other station running SSB can't quite pull me out of the noise on SSB. So I
switch to CW. I have submitted QSO's to LOTW using CW as the mode and they
didn't come up as a match. I re-submitted the log with those QSO's as SSB
and they matched.

One of the confirmation matching criteria for LOTW is that the modes
must be an exact match or match a mode group ( ex. DATA = FT4, FT8,
Q65, etc)

From the above link...* both QSO descriptions specify the same mode (an
exact mode match), or must specify modes belonging to the same mode group
So be aware that (for analog-only stations) a CW reply to a strong SSB
station will not receive credit in TQSL.
