Simple, but incomplete response.
Limited - 4 lower Bands, power restrictions, can submit for club competition.
Classic - All bands, two op. Restriction, 100 QSO limit with other rovers. Can
submit for club competition.
Unlimited - Almost no restrictions. Can NOT submit for club competition.

Every year I like to participate in the ARRL June VHF QSO Party contest as
a Rover. They've been loving my submissions as Unlimited Rover. Now, I can
see the difference between Limited and Unlimited Rover categories, but why
is there a separate category for Classic Rover? What are the differences?
I've been back and forth through all the applicable rules and I just can't
see much difference.
