Bill - The pack rovers operating in the Classic Rover class are using the 100
QSO limit to maximize multipliers and QSO points, meaning they focus on the
higher microwave bands, not the number of QSOes, which sort of comes along for
the ride. The scores are lower than without the QSO limit, but still high, and
