Correct. I am asking if this is the correct interpretation. And as Tonno has
stated it is. And its insane actually. Either make W1 W2 W3 each separate
areas and let the best man win or have the whole 3 person region compete. But
to call it a 3 person region with exceptions is unprecedented and quite frankly
illogical.

Ron, you still didn't get it.
In Ed's interpretation of the rules, the second-place station in NA1 would
actually be #4 if he were located in the same call area as #1 according to his
interpretation of the rules.
He is simply asking if that interpretation is accurate.
Why are you arguing with him?

Ed, so in short, you believe that as written and as interpreted by you, the
