I saw that and don't see how that changes anything. It says that for
EU#6, there can be only one team from YU. You cant have three YU
teams representing EU#6.
W is allowed multiple teams and three teams can come from the NA#1 (W)
region which encompasses W1, W2, and W3. The top score from NA#1 in a
given contest is THE top score in a given category from anywhere
within NA#1.
