Wouldn't it make sense for log checking to either remove OoB QSOs from
the running station's log without penalty, or to include them with no
NIL penalty if the offending operator deletes the contact? The latter
case would seem fairer to the running station, whose time is otherwise
wasted.

out of US band, the only way you can sometimes make the US station go away is QSY in which
case he will be right back or take the time to explain to him that you happen to know that he
is outside his band…. Or work him and keep running stations as fast as you can.
