I think that any US station QSOs with a Cabrillo- quantized frequency less than 
7127 or greater than 14348 should be disallowed by the log checking software.  
Otherwise those who are following the regulations are effectively penalized.

Of course. This, and other out of band operation has been an issue for decades, and I'd be very surprised if log checkers haven't been on this case for as long as they've had the horsepower to identify it. There are some very smart guys, with long contesting experience, doing that work.
