I see that good old Harbor Freight has stainless Steel tie wraps; they would definitely be UV proof. I picked a pack up to try some; the only problem may be sharp edges. Does anyone have experience with products like this? Several years ago I bought some no-name blue tywraps that the vendor claimed were UV resistant, and they fell apart after only a few months in the sun.
