I would find out if there is a fixed resistor in the base of a transistor zener combo that sets the output voltage of the Micor supply. Change it or the Zener to get 13.8 nominal. I'll bet there are some Motorola experts around on the list who can tell you what to change. Sometimes you find it is a three terminal regulator chip. There are 15 volt versions that then would control a high current stage. You could change such a 15 volt one for a 12 volt one.
