Yes, Barry you are 100% on the money about radio contests and life in general
being on the honor system. I guess this is why the IRS audits a few tax returns
every year.

Isn't the whole thing the honor system? High vs. low power, packet
vs. no packet, single op vs. multi-op, etc. Unless you get into a
WRTC-type setup with a third party overseeing each operation, that's
the way it's gonna be.
