The new high power LEDs are recent technology compared to lasers. LEDs also have proven to be better for communications. I suggest the rules specify allowing any light not produced by thermal energy. But then then that wouldn'e exclude fluorescent light? I think the rules should also specify a reasonable minimum distance instead of capable of 1 KM. Even 1 KM with laser is to easy. Why not require both non mechanical modulation plus some sort of electrical detection on receive?
