Actually, that wire does not need to be inside the PVC, just taped  or 
tie-wrapped to the outside. The PVC is just for mechanical support, so that  
one 
piece of rope/string will hold the thing in the air.

I think this  antenna will maximize the performance/price or 
performance/effort  ratio.
