Delete this "rule" (the words "are encouraged" saw to
that):

2.3.5.All Rovers are encouraged to adopt operating
practices that allow as many stations as possible to
contact them.

Enforce this one for everyone:

1. Object: To work as many amateur stations ...

Of course, the way "around" such enforcement is to
simply not submit a log (nothing to enforce).  How
much fun is operating without submitting a log,
though? :)  Maybe plenty for some. ;)
