DIY plasma cutters that easily cut 1/4" are ridiculously cheap, and easy
to use. I make a pattern in plywood with offset enough to compensate
for the kerf to torch edge. Clamp the top plate to a tower section and
mark the bolt holes for drilling.

If you can draw them with a CAD system it should not be difficult to find a
local place with a laser or water jet to cut out the plates. Getting them
galvanized is easy.
