I don´t think that RFS Cellflex 7/8" is mentioned in MIL C-17.

40° at the specified power level are given by the manufactor.

The MIL C-17/74 spec says 25C sea level pressure.

 

Ultimately, it's the melting point of PE that's important.

 

And, of course, PE is a terrible conductor of heat..  I remember doing 

that calculation and it's probably in the TowerTalk archives somewhere.
