Are you using PTT to key the rig with fldigi? With WSJT-X, I've tried
using CAT with my Omni VI and I can't get it to work right. It will key
the rig when I select "test CAT" but it won't unkey until I close the
program. Maybe Winlink is trying to use CAT and should be using PTT?
I use the default CIV address of 04, 19200 for the baud rate and a home
made computer interface which key the rig when RTS goes high.

There's 3 things that have to match.
Baud rate (probably 1200 but might not be )
CIV address (should be 04 )
Correct comport number.
If all those match it will work.
