This was modeling study, and results have been amended by the experiences of
people who built them. Some could find little or no difference, others found
the elevated radials were terrible. The pertinent variables and the
reliability of the reports are not clear.

Yes -- The worst case is NO radials! One radial or several short radials is
a zillion times better than a ground rod. As you add more radials, things
improve rapidly until maybe 16-20 radials, then more slowly until pretty
much maxing out at 64. More than 64 is 'insurance' rather than gain.
