Where we find this under the explanation of DX-Clusters:

"In einigen Contesten wie dem WAG oder dem WAE-Contest ist die Nutzung des 
DX-Clusters uneingeschränkt erlaubt."

= In some contests as the WAG and the WAE the usage of DX-Clusters
is permitted without any limitation.
