For what it's worth, I think the ARRL *should* repeat the pages in 
every set of rules. Having to jump back and forth is silly and worse, 
confusing. What is their purpose? Saving electrons?

If they want to *have* the separate pages for reference, fine, just 
include them in each contest's rules as well.
