If something is not allowed the rules really should state it. I shouldn't
have to QSY to another set of rules to find this out.

Also: who here hasn't changed their intended category in the middle of a
contest? Like deciding QRP wasn't working and turning up the power for the
rest of the contest? (I realize going the other way doesn't work.)

Seems like this "rule" is anti-activity and arbitrary.
