Personally,
My thought for a penalty was just similar to Brady the football player.
He got the 4 game no play. I'm not advocating a can't play next year in
the contest. BUT a probationary category.
Where, you clearly broke rules in 2014. And were DQ'ed for 2014. And are
put on "Probation"
Probation allows you to still participate in the 2015 event, BUT un-able
to win any awards or be included in the standings.
Your entry is a sidebar "Probation ummm Class?" Used by the organizers
as a checklog more or less.
AND If the log is clean of anything that would cause another DQ, or even
a warning, then your probation is over and are fully free to compete in
2016.
But another violation be it DQ value or even "Warning" level, causes
your probation to continue for another year. Learn how to Operate
according to the laws, and your probation is removed. can't learn and
well too bad.

To be clear on the rules, CQWW 2014 contests were NOT "WRTC2018 qualifying

The WRTC2018 qualification rules include this passage:
Any operator whose callsign is published as being disqualified from any
WRTC2018 qualifying event forfeits the right to apply. If the entry is
in a
multi-operator category, all listed operators forfeit the right to
apply.
That, being excluded from this year's results, and being the public focus
of quite a bit of unwanted attention (now and in the future) are probably
sufficient penalties.
I hate to see anyone dragged through the mud, but hopefully any distress
caused by the public attention and the WRTC impact will encourage everyone
to behave better in the future.

Ok,
A violator was found, and has been prosecuted by both the contest
sponsors, and in the eyes of the rest of the contesting world.
I may have missed this next part. But what is happening next? The station
was DQ'ed from this years contest.
OK,
Now what if any penalties are imposed and for how long for the future?
