What a spirited discussion! Its clear that SS is a different kind of
contest, just as a Drag race is different than a Road Rally is different
than a race like the Indy 500. It's also clear that the sponsor wants more
info to be exchanged rather than less. It's also a good point that the call
sign is exchanged to make a QSO, so why repeat it. This is especially true
if there is no requirement to send the exchange in a specific order.
So, how is this for a suggestion: If the sponsor wants the call to be
exchanged, make it mean something. Require as part of the exchange that the
call sign of THE OPERATOR not the station, be exchanged. This would make the
exchange for a multi-op more difficult than for a single op, especially on
