A station that is running normally only sends the callers callsign and then the exchange. To omit the callsign in the exchange itself would thus not be sending the callsign at any point in the QSO. Likewise, many S&P stations do not send their callsign just he exchange. Which would again be omitting the callsign from the exchange.
