Right. The green wire goes to the panel's ground bus, which is bonded to
the panel enclosure. Neutral is bonded to the equipment enclosure where
power enters the premises. Neutral and green are bonded at that point,
and ONLY that point.
The function of the "green wire" is to provide a low impedance path to
blow the fuse or breaker in the event of a fault that causes the chassis
to be hot.
