I suspect a few FCC Advisory Notices sent to hams that are in turn forwarded
to the manufacturers with an accompanying cover letter would get their
attention.   At some point, the operator alone becomes accountable for his
or her own operations and equipment, irrespective of any fault on the part
of the manufacturer.

Unlike previous QST Product Reviews by Rus Healy and Dave Newkirk, rarely do
we see complete disclosure of the fact that the keyed envelope will generate
clicks.  The evidence is there in the form of a waveform sample in every
product review.   Moreover, it's entirely possible to determine the extent
of the unnecessary occupied bandwidth by simply analyzing shape of the wave
form.   A red flag should be thrown every time we see a sharp, discontinuous
transition in the waveform envelope.  The League has the means to do this
and to make actual bandwidth measurements.  Perhaps it is time to tell the
emperor "he is wearing no clothes" in the product review?  Or, is this
information available in the comprehensive Product Review?
