FYI the CW Skimmer band plans are defined in

Windows XP:  C:\Documents and Settings\*userID*\Application
Data\Afreet\Reference\BandPlan.ini
Windows Vista/7/8:    C:\ProgramData\Afreet\Reference\BandPlan.ini  ?
