[Skimmertalk] SDR-IQ boundaries

By default, CW Skimmer ignores all signals in the predefined "RTTY
segments" (as well as beacon frequencies like 14.100).  That is what the
colors indicate.

To change that, use View -> Settings -> Misc tab -> Decode only in the CW
segments (uncheck) or set the "Band Plan" to "CW Contest".
