My methodology was a bit flawed.

Although working with Spectran and WWV it appears that my Orion is within a
couple hz of the correct frequency, the circuit that determines the CW
offset may be off by 5% and may vary as the rig warms up.  Therefore I need
to measure the audio tone of the WWV carrier in the CW mode just before
measuring the audio tone of a number of the Skimmer spotted stations.
