It was probably sold for MARS, CAP and commercial use, probably exported 
to developing nations, too, where they don't have a fully developed 
telephone infrastructure, so they depend on HF more. It probably will 
not meet current MARS and CAP specs since they went to a tighter 
frequency tolerance which requires a TCXO.
