Dear Bart:
Thank your for your email. Hope it is okay to post the emails we just
exchanged to the CQ Contest reflector. When I called DX stations in several
ARRL DX Contests, some DX operators (including US operators visiting a
foreign country to participate) were annoyed and told me that they would
not work 4U1WB citing they were looking for US and VE stations.

All of the ARRL log checkers also refer to the CTY.DAT file.
Contesters will get the picture because you'll be sending DC and not power

Bart,
I am writing to you regarding the following from the ARRL DX Contest
rules:
6.1. The station call sign must identify the station’s location as defined
by the DXCC List. (KH6XYZ/W1 in Maine, KG4/W1INF at Guantanamo Bay, etc).
As you may know, I often participate in various contests from the World
Bank Staff Amateur Radio Club's station in Washington, DC. I have
participated in the ARRL DX Contests from the 4U1WB station and my 4U1WB
logs have been accepted without any issues.
It appears to me that the above rule requires that we use 4U1WB/W3. I just
wanted to let you know that we have not used and will not use 4U1WB/W3 as
my understanding is that it would be illegal. As I explained in the
following CQ Contest reflector post, 4U1WB is a legitimate call sign issued
by the United Nations. As the club station is located in Washington, DC, it
is a US station for DXCC purposes. The licensing document from the UN
states that our club can use the UN call sign of 4U1WB. It is not 4U1WB/W3.
The UN does not require us to use 4U1WB/W3. In every contest and QSO, we
send 4U1WB. Every contest log that we have submitted has 4U1WB as our call
sign, not 4U1WB/W3.

As you may know, Terry Zivney, N4TZ (the CQ WPX Contest Director) decided
to disqualify 4U1WB in the 2017 WPX SSB and CW Contests. These absurd,
ridiculous, and insane DQs were later reversed and the relevant rule was
revised as he explained in the post below:
