Two possibilities I know of:
Lava card http://www.lavalink.com
Byterunner http://www.byterunner.com/products/serial_cards.html
Both have PCI serial port extenders for the ~$50 range. The Lava 2-port card
works great for me with WriteLog, DX4WIN, and XPWin software.

I don't think so. Since USB and R-232 are completely different technologies,
conversion from USB to DB9 takes a little more than a cable. It takes a USB
to serial port hub. Unfortunately, I haven't had good luck with those and a
number of others have reported problems with them as well. I would look for
a PCI buss serial port card. There are a few on the market but unfortunately
the ones I have found seem to be outrageously expensive. I would appreciate
comments from anyone who has found a reasonably priced 4 serial port PCI
card.
