The way I read this:
Only 1 signal at a time.
So, alternating (dueling) CQs ok for different bands for example 6 and 2.
Simultaneous CQs on 6 and 2 or more not ok.
Alternating CQs for 2 or more different SSB freqs on one band not OK.
Alternating SSB and FT-8 on one band ok.

Yes, in the ARRL VHF contests, it is legal to have multiple signals on the
air (at the same time) as long as they are on different bands. When the
rules were changed (I think 2 years ago), I was against it and pointed out
now everyone can be a "multi-op" and that QRM would increase drastically,
mostly in high population areas. That doesn't appear to have happened, or
at least nobody has noticed.
Possibly, that capability is beyond many stations, although I have worked
MSK144 skeds on 6 & 2 at the same time on the same sequence. It takes some
getting used to, but it's not too much different then serious SO2R
operating.
