would end if it happened.  I was told in no uncertain terms that this was a
terrible idea.

  Nobody ever offered a reason why.  I will re-state my thought.  The /R
should be optional.  Since it is useful to the rovers to attract attention
to themselves, they will generally continue to do it.  The rules might even
suggest it by changing the requirement to a recommendation.


  One could also question the requirement that a rover operate from more
than one grid.
