If a VE Rover operates in the USA, I see a few ways to identify, but which is 
correct?

Under HF procedure, VE3CRU/W3/Rover in FN00 and logger deletes /W3?

Under VHF, VE3CRU/Rover in FN00 ... which is more location specific?

Does the FCC allow for the second option?
