There are none that fall into that category. Take a look at the line scores
for June and January and you'll see that only one station in RL would be
affected and he's the guy with the circling group.

Not entirely correct. What about the limited rover who has been operating on
2m, 70cm, 23cm, and 13cm (or 33cm). They would no longer be permitted to enter
as a limited rover even if that is the appropriate category for them..
