Dates are almost surely not correct. 

1983 - ARRL adopts Maidenhead system and creates grid
locators and VUCC. It's a hit.

1983 - 1985 Guys go out during contests and work other
guys from adjacent grids and submit separate entries
for each grid operated from.

1986 - ARRL Contest desk takes action:
       a. Rule change made: Only one submission per
person per contest allowed.
       b. Rover category created.

1987 - Roving becomes very popular. Big multi stations
like it, too. Everybody likes it. In fact, it's a
bonanza deal. Scores soar. Well, actually, it's not a
perfect deal. 

1990 - ARRL makes questionable, and unpopular (in some
circles) contest scoring changes for rovers that don't
really make anything better.

2001 - Some have become very unhappy with the rover
rules because of "abuses" of grid circling and
captivity issues. ARRL takes action by discouraging
these practices.

2002 - ARRL does a survey of some contesters in an
attempt at coming up with some positive fixes. Replies
from participants in survey don't address the fixes,
but instead suggest changes not related to existing
problems.

2004 - VHF contesters still want fixes for the rover
rules that have essentially remained unfixed for
almost two decades.

Moral of the story: When you make changes to save
yourself some work, give some good thought as to how
these changes might affect things, because, if you
don't it's likely to be tough fixing things later on.
