But this is not a loading coil.  It is part of the series C, shunt L, L-network 
matching network.

Good question, John! I have no idea. But I think the answer might lie in 
current distribution. We know, for example, that loading coils at a 
low-Z point in the antenna reduce radiation efficiency because it's a 
current maxima and inductors don't radiate.
