Some grout is expansion neutral, some shrinks. Might be some that
expands for all I know.

Sakrete or Quikrete brand arefine, both are rated at 8000 psi or better, depending on how thick you mix it. Tower specs call for non-shrink grout. Generic construction grout ain't it.
