The concrete is porous so moisture will get to the part of the bolts in 
the concrete.  A knowledgeable concrete and steel engineer might be able 
to recommend some liquid based protectant to penetrate the concrete and 
reduce the corrosion potential. Above the concrete you can go a number 
of ways from painting to cold galvanizing to...
There are electronic systems that impose an electric current to oppose 
and hopefully defeat electrolysis which can be a problem with dissimilar 
metals in contact with an electrolyte.  These days rain water is NOT an 
insulator but typically an acid solution that conducts rater well and 
aids in corrosion problems.
