It's not clear what you are doing.
If you're talking about a standard 25G self supporting base plate, where are
the two bolts that don't line up? If they are inside the footprint of the new
baseplate, why can't you just drill new holes in the baseplate? If outside,
weld an extension onto the baseplate?
Given the limitations of 25G self supported, I'd find it hard to believe either
option would come close to being the weak link.
If it is a guyed tower, hell, you could probably use lag bolts and shields -
the only purpose of the bolts is to prevent lateral movement.

Subject: Re: [TowerTalk] Tower Base Bolts and Epoxy
Tho I have not done so myself, I did a lot of research on this subject in
the past for others, and the responses were all favorable. In fact, one
source said that properly done the inserted bolt had more strength than the
original -- YMMV. I proposed using all-thread with nuts --drill with a
contractor style hammer drill for the hole to put the goo in! Goggle is
your friend in this instance! 73.. Mark AA6DX

Subject: [TowerTalk] Tower Base Bolts and Epoxy
I have an existing 25G tower base that is damaged and needs replacing. Two
of the four existing bolts align to the new base - What experience and
advice would the group offer regarding drilling the concrete, inserting a
bolt and epoxy it in ?
I could use the center pier pin as a place to add yet another bolt so end
strength would be more that assured.
Advice / Feedback / Thoughts on suppliers and supplies ?
