This is a tough situation. You could "lubricate" the clutch pack but
risk that they will not hold.
I recommend using a Klein Grip with an anchor to prevent the tower from
collapsing. This will allow you to take the tension off the winch and
free up the clutch pack. Sometimes you can free the fiber clutches by
spreading them apart or tapping on them.
The biggest problem is that if the clutches do not hold once you restore
tension onto the system, it all comes down real fast!
Replace the winch or get a professional in there. Or...just squirt it
with water, tap it with a hammer, and watch the show!

I have a Fulton K-1550 winch on my US Towers MA-55. It is on the raising
fixture. I went to lower the tower and found that the winch clutch is
"frozen". I can't let the cable out. It turns slightly in the "in"
direction.
I don't want to replace the winch because I'm planning on removing the
tower. I just need to get the antenna/rotator off.
Any thoughts?
