What do folks living where 4 feet down is marginal (due to freezing), do
with these numbers?
I would not put a water line in here at any depth less than 6 feet.
Is 4 feet deep enough for my tower base if that is what the book on the
tower says?

If you really want facts, the rohn catalog calls for a 2'6"x2'6'x4' base for
180' of 55g. but a 64' bx series rohn tower calls for a 5'9"x5'9"x4' base.
