That's a fairly ambiguous statement from K4IPV and I think you are possibly
misinterpreting it. I can put a properly designed L-network at the base of a
50 foot high 80m vertical and it will do exactly what K4IPV recommends. It has
nothing to do with whether the antenna is inherently resonant or not.
