With the rotator mounted down in the tower that would be a good
approximation. You don't have to go up very far above the top of the
tower before the extra load gets quite large.

Just add the load presented by the antenna mounted at the top of the
tower to that figure. The tower wind loading is already figured into
the tower specs for a given height, usually with one coax mounted per leg.
