The green wire may or may not blow a fuse. If you were around in the
days of only two wire AC plugs, you may remember standing barefoot on
a concrete floor and touching the frame of a washing machine, a
shocking experience, but perfectly normal for the day.
The green wire will drain off the normal leakage current caused by
capacitance from the motor windings to chassis, but will not blow a
fuse with that small amount of current.
In case of a major fault, the fuse will of course blow.
