The green wire carried from the breaker panel to each branch circuit
is what provides AC mains safety. If something fails inside the
connected equipment that makes the chassis hot, the green wire
provides a good enough connection to blow the breaker or fuse. In
other words, the function of the green wire is to blow a fuse, and
to make sure that anything a person can touch is at zero potential
with respect to power.
