I agree!!  When studying arithmetic and such of mathematics at university, 
the prof said that the units position had to be filled, no matter 
what.  Many marks were lost for writting ".4".  He said that that does not 
exist, being a prof who marked exams what student  was going to argue.  But 
over the years, I have seen that that is correct and the best way is "0.4" etc.
