Dan:
Terminals 1 and 2 represent the brake solenoid and the resistance
listed in the specifications is 0.75 ohms.
There are several things that could cause it not to work and you will
need to check further. If the motor doesn't develop torque, the
problem could very easily be the capacitor (starting capacitor) needs
replacing. If the motor does not turn at all and doesn't seem to be
running, the internal ring inside the bell housing could be against
the end limit switch and it has it locked out. Another possibility
is the brake is in a locked position and is not being energized so
that it doesn't engage and accordingly is locked into one of the slots
precluding the motor from turning it but if this was the case one
could have expected smoke signals from the electric motor.
Do a little more trouble shooting and try to be able to give us a more
precise list of the abnormal symptoms and perhaps we can help you get
it going.
