Try broken ground wire in the circuit because you could get false
readings thru the coax return unhook feed coax and check ohm's on the
wires if you have to much resistance there's your problem to small a
wire for the distance.

If you have anywhere over one volt on all the pins you most likely
have an open ground between the relay box and the RCS-8 control
unit. The other option is all the leads are shorted, and that is
unlikely.
