If the tensions are equalized, how does this happen? Actually having
two guys on one leg has the effect of 'locking down' the leg and reducing the
torque on the tower to just about zero (in this instance, on that leg anyway).

You can follow Rohn's recommendations from the 4-way guying they use on
their tiltover towers.
